A FEG solicita a demisión de Fernando Blanco, conselleiro de Innovación e Industria

A Federación Ecoloxista Galega (FEG), da que forman parte Verdegaia e outras 15 asociacións de defensa ambiental, considera a Blanco, conselleiro de Innovación e Industria, como o responsable
da maior e mellor planificada agresión ambiental ao conxunto do país, representada
pola adxudicación de 2.325 MW máis de enerxía a través da produción eólica.Tal concesión provocará danos irreversibles sobre o medio natural galego.
A FEG xa pedira a anulación da Orde do 6 de marzo de 2008 que regula a
concesión dos novos parques eólicos adxudicados hoxe. Así mesmo a dita orde
tamén foi recorrida pola FEG. Esperando que dito recurso prospere, a FEG anima
ao conxunto da cidadanía a que inicie accións legais contra a resolución dos
novos parques eólicos. Tal concesión provocará danos irreversibles sobre o medio ambiente galego: sobre os seus recursos naturais, a biodiversidade e a paisaxe. Os danos virán
dados pola ocupación, na maior parte dos casos, de hábitats naturais.
Ademais a concesión de hoxe é de dubidosa legalidade pois deixa en papel
mollado as seguintes Directivas e Leis:
- Directiva hábitats (Directiva do Consello 92/43 CEE relativa á conservación
dos hábitats naturais e da fauna e flora silvestres).
- Directiva aves (Directiva 79/409 CEE do Consello, relativa á conservación das
aves silvestres).
- Lei 42/2007, do 13 de decembro, do Patrimonio Natural e da Biodiversidade.
- Decreto 88/2007 do 19 de abril, polo que se regula o Catálogo galego de
especies ameazadas.
- Lei 7/2008, do 7 de xullo, de protección da paisaxe de Galicia.
Tódalas citadas directivas e leis serán de imposible cumprimento de seguir
adiante a tramitación eólica. Cómpre mencionar, ademais, que segundo o Decreto
88/2007, a Consellería de Medio Ambiente e Desenvolvemento Sostible está a
elaborar os plans de conservación de determinadas especies ameazadas (entre
eles o da Aguia real, o da Tartaraña e Gatafornela, Morcegos, etc.) que serán
completamente inútiles con semellante desenvolvemento eólico polo que é preciso
contar previamente con estes plans de conservación antes de tomar ningunha
decisión máis sobre a instalación de centrais eólicas.
A FEG considera inadmisible que cando o BNG estaba na oposición criticara o
plan eólico do PP e agora que está no goberno (e á fronte da Consellería de
Industria) en vez de elaborar un plan sectorial eólico novo (cunha Avaliación
Ambiental Estratéxica, tal como o demanda a lei), retome o antigo do PP para
facer esta adxudicación para así saltarse tódalas garantías ambientais e a
participación dos axentes sociais implicados (entre eles os ecoloxistas).
"Cantos de serea" de Fernando Blanco e Anxo Quintana
As declaracións de Fernando Blanco e Anxo Quintana son "cantos de serea" que
intentan ocultar a magnitude da desfeita das concesións, amais de
agochar os intereses que terán que explicar ao conxunto da cidadanía galega.
Neste sentido dicir que as novas concesións eólicas non afectarán a espazos da
Rede Natura 2000, equivale a dicir nada: isto é, as zonas da Rede Natura 2000
susceptibles de aproveitamento eólico na actualidade xa están afectadas por
parques eólicos. En cambio dende a Consellería de Industria non din ren sobre
os novos espazos que pasarán en breve a formar parte da Rede Natura 2000 (en
proceso de ampliación a instancias da UE, por considerar esta que a rede actual
é insuficiente, o 11 % do territorio, sendo Galicia a autonomía con menor
porcentaxe do estado español, só por riba de Ceuta e Melilla). Así estes novos
espazos están condenados a soportar a instalación de centrais eólicas,
enganando ao conxunto do pobo galego (a este respecto a Consellería de Medio
Ambiente e desenvolvemento Sostible terá que explicar tamén, como é posible que
en catro anos non fose capaz de levar adiante a ampliación da Rede Natura 2000,
tal como llo demandara a UE e tal como se comprometera o goberno galego do
bipartito).
Con estas concesións a secuencia de feitos é a seguinte: 1. adxudícanse parques
eólicos a empresas, 2. estas efectúan o estudio de impacto ambiental (EIA), 3.
o EIA é presentado á Xunta de Galicia (Consellería de Medio Ambiente e
Desenvolvemento Sostible) e esta emite a Declaración de Impacto Ambiental
(DIA).
Así, as DIA terán que ser forzosamente en todos os casos favorables á
instalación dos Parques Eólicos independentemente do seu impacto ambiental pois
economicamente é inviable para a Xunta de Galicia paralizar a posteriori
calquera proxecto eólico pois tería que indemnizar a empresa por dereitos
adquiridos. En definitiva é facerlle unha ponte inadmisible á lei e un sucio
truco que poñería contra as cordas a Consellería de Medio Ambiente e
Desenvolvemento Sostible pois estaría coas mans atadas para cumprir,
minimamente, cos seus cometidos.
A FEG vese obrigada a reiterar unha vez máis o seu apoio á produción de enerxía
por medios renovables pero garantindo outros aspectos do medio ambiente galego,
sendo ademais prioritario o aforro e a eficacia na política enerxética.
